It would just require some extremely impractical lens design. For instance, if you could somehow create a 24mm lens that had a 200mm diameter aperture, then you would theoretically have a maximum aperture of f\/0.12. So, just take a moment to consider how ridiculous a lens like that would look, how heavy it would be, and the practicality of using it at all.
